Tobias Schillings is a Research Associate at the Oxford Department of International Development, where he received his DPhil (PhD) in 2025. His research interests focus on the comparative political economy of social policy and inequality, with a particular emphasis on healthcare. His doctoral work examines the political economy of universal healthcare through the lens of equity in service provision. Tobias is especially interested in developing new comparative measures and datasets for studying welfare and inequality beyond the OECD, and using these to study distributional conflict, welfare institutions, and social cohesion from a global comparative perspective. He also brings applied policy experience from over seven years of work as a research specialist with UNDP and UNCDF.
